One thing worth pointing out, because it comes up often: skills assessment now sits inside the review and one-to-one flow. A reviewer can rate a person against their role profile, see the skill gap and proficiency levels, and leave supporting comments without leaving the review.
Why that matters
Skills data goes stale when capturing it is a separate exercise. If assessing capability is its own annual project, it competes with everything else and usually loses.
Putting the assessment inside a cycle that already happens — the monthly one-to-one or the review — means the capability picture refreshes as a by-product of conversations managers are having anyway. That is what keeps competency frameworks and succession shortlists current instead of theoretical.
